Yep, this is my feeling too. Fallout 4 is disappointing on several fronts, especially if you are going in with the expectation of playing an in-depth RPG. But if you step back and take it for what it is - rather than what you'd like it to be - then there's a ton of fun to be had here. This is especially true, as you say, if you use the right mods to enhance the experience.
